What to Look For on Paper

A written, itemized estimate lets you compare bids line by line instead of guessing. Oklahoma law also requires a roofer's Construction Industries Board registration number on bids and contracts (59 O.S. §1151.7). Here is what a solid estimate should show.

  • The roofer's registration number. It should be printed on the bid and the contract. You can check it with the state before you sign; see our Oklahoma roofing rules.
  • Tear-off and disposal. How many layers come off, and whether the dumpster and haul-away are included in the price.
  • Materials by name. The shingle or metal panel brand, product line and color, plus the underlayment, drip edge and ridge vent.
  • Decking price per sheet. A set cost for replacing any damaged boards found during tear-off, so the final bill doesn't creep.
  • Flashing and ventilation. Whether the flashing is new or reused, and how the attic will be vented.
  • Permits. Whether a permit is part of the job and who arranges it. In Broken Arrow, ask your roofer whether a City of Broken Arrow permit is needed for your job, and confirm with Permitting & Licensing (918-259-2411, option 2).
  • Workers' comp statement. Oklahoma contracts must state that all workers are covered by workers' compensation (59 O.S. §1151.22).

If hail or wind damaged your roof, your homeowners policy may cover part of the replacement. Your deductible is the share you pay yourself before coverage starts. Your policy sets the amount, so check your declarations page before you file.

Your roofer can document damage with photos and measurements. Only you, your insurer or a licensed public adjuster handle the claim itself.

  • No roofer may cover your deductible. Under Oklahoma's HB 1940 (2022), in effect since November 1, 2022, a roofer can't advertise or promise to pay any part of your insurance deductible to win the job. An insurer doesn't have to consider an estimate from a roofer who breaks this rule.
  • You can cancel after a denial. If your contract is paid from insurance and your insurer denies all or part of the claim in writing, you have 72 hours to cancel. Any payment must come back within 10 business days (59 O.S. §1151.21).
  • Grant money comes and goes. Oklahoma's Strengthen Oklahoma Homes program has offered up to $10,000 toward a FORTIFIED roof; check the Oklahoma Insurance Department for the next round.
